This poem is pretty easy to understand. But I think it's pretty good. I support war because it's necessary sometimes, but I understand that not all men killed in battle are bad men. Great poem though.

The poem was written in 1902 so could not have been written about WW1. Also, why would Thomas Hardy have written about an American war? You may find that the humanity that Hardy is extolling in his poem relates to all wars but I would suggest that the poem was inspired by the Boer War (a British war as Hardy was a British novelist and poet - it's not all about America y'know) as was his poem 'Drummer Hodge).
